The Medical Foundation for the Care of Victims of Torture estimates that several thousand refugees who arrive in Britain each year have experienced torture.

According to Amnesty International torture currently takes place in over 130 countries.

Both Article 5 of the Universal Declaration of Human Rights 1948 and Article 3 of  The Human Rights Act (1998) state that no one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Torture is most frequently used as a political weapon to intimidate, punish or humiliate opponents. Torture survivors may have been ill treated by government officials or agents such as the army, police or security forces, or by rebel or opposition groups or criminal gangs.
